AX.25 is originated by the implementation of X.25 supported on a CCITT 1984 suggestion applying permanent virtual circuits (PVCs) only. There is a single nonstandard sector of this protocol: packets can be transmitted with the m-bit set, but the capacity of the packet is fewer than the highest limit of packet size for the virtual circuit.
